Public Sector Submission & Evaluation Platform

The COIDUEM National Programme platform was developed as a secure web-based system for electronic submission, evaluation, and reporting of project proposals under the national programme for supporting municipalities in educational desegregation. The main objective of the project was to replace fragmented manual application workflows with a centralized digital environment where institutions can register, submit proposals, upload documentation, manage budgets, and track reporting requirements through a structured and transparent process.

Challenge

One of the main challenges was designing a workflow that supports multiple user roles, including applicant institutions, evaluators, and administrative teams, while keeping the process easy to follow for public-sector users with varying technical experience. The platform also required secure document handling, structured application forms, status-based workflows, deadline control, and a scalable architecture capable of supporting recurring national programme calls without rebuilding the system each year.

Solution

Our solution focused on building a robust digital submission ecosystem with role-based access, step-by-step application flows, document uploads, budget form logic, evaluation stages, and reporting modules. The interface was designed to simplify institutional workflows while preserving the strict administrative logic required for public programme compliance, allowing municipalities and education institutions to complete the entire process through a centralized online platform.

The final result is a scalable public-sector digital system that improves transparency, reduces administrative workload, accelerates proposal processing, and provides a long-term framework for future national programme cycles and related funding procedures.
